The Political Kingdom of God
Various questions on the Constitution of the Kingdom of God answered. Constitution thereof is one sentence long, and "given by revelation":

This new political organ that the Prophet developed shortly before his death, as the nucleus of the political kingdom which Daniel saw, was organized March 11, 1844. This organization was called by several names. The Prophet, in initially organizing it, called it a Special Council; and then later he called it the General Council. We also find it referred to by those who were members as the Council of Fifty and the Council of the Kingdom. The latter term is derived from a revelation to the Prophet Joseph Smith which gave the constitution of this new political organ. In the revelation it makes this statement; giving the name of this particular kingdom, it says: "The kingdom of God and its laws and justice and judgments is in my hands."
This is what we are in the habit of calling the Kingdom of God. But there are further organizations. The Prophet gave a full and complete organization of this kingdom the spring before he was killed....The kingdom of God will protect every person, every sect upon the face of the whole earth in their legal rights; I shall not tell you the names of the members of this kingdom, neither shall I read to you its constitution, but the constitution was given by revelation. Council of 50 to be open for members of all faiths to have representation, even atheists. Question as to qualification to various positions to be determined by a test to be administered discussed. The mechanism for selection is always revelation to the one appointed to receive such. God selects the stutterers and stammerers and the meek of the earth. Conference in planning stages.
