Correct Stance Concerning the Law of the Land vs the Law of God

In this program I explain the apparent discrepancy between the following two quotes:

“Any man who says that he really and firmly believes a certain law of God binding on him, and who will not obey it in preference to a conflicting law of man or a decision of a court, has either an unsound mind or a cowardly soul, or is a most contemptible hypocrite.” (John Taylor, Des. News, July 7, 1886)

But Paul says:

 1 LET every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God. 
2 Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation. 
 3 For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same: 
 4 For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to [execute] wrath upon him that doeth evil. 
 5 Wherefore [ye] must needs be subject, not only for wrath, but also for conscience sake. 
 6 For for this cause pay ye tribute also: for they are God's ministers, attending continually upon this very thing. 
 7 Render therefore to all their dues: tribute to whom tribute [is due]; custom to whom custom; fear to whom fear; honour to whom honour. 

            (Rom  13:1-7)

The Final Word:

 4 And now, verily I say unto you concerning the laws of the land, it is my will that my people should observe to do all things whatsoever I command them.
 5 And that law of the land which is constitutional, supporting that principle of freedom in maintaining rights and privileges, belongs to all mankind, and is justifiable before me.
 6 Therefore, I, the Lord, justify you, and your brethren of my church, in befriending that law which is the constitutional law of the land;
 7 And as pertaining to law of man, whatsoever is more or less than this, cometh of evil.
